Este trabajo tuvo como objetivo analizar a través de qué prácticas y criterios, en la Ciudad Autónoma de Buenos Aires, las Juntas de evaluación determinan la discapacidad en la infancia, en particular a los niño/as que presentan patologías en salud mental. La investigación, cuyo enfoque fue etnográfico, tuvo de referente empírico al Centro Integral de Evaluación y Orientación de la Discapacidad. Enfocándome en las Juntas pediátricas y en las familias solicitantes del Certificado Único de Discapacidad, analizo algunas de las representaciones que repercuten en las decisiones tanto de los profesionales como de las familias. También, la influencia del factor económico en la certificación de discapacidad, y las tensiones que genera la existencia de cambios recientes en la manera de definirla. En esta línea, destaco el carácter prescriptivo de esta política estatal en su carácter dual: como una garantía de derechos a la vez que potencialmente estigmatizante.

Abstract
This article analyses which practices and criteria are used by the evaluation boards in the city of Buenos Aires to certify (or not) childhood disability, particularly mental disorders. The research was based on an ethnographic approach, and field work was carried out in the Integral Centre for Evaluation and Orientation for Disabled People. Particularly, I analyse some of the representations that affect the decisions of both families and the staff, focusing on the paediatric evaluation boards and the families that request the issuance of the disability certificate. The influence of economic factors in the disability certification is also discussed, as well as the tensions caused by the recent changes on its legal definition. In this regard, I highlight the prescriptive condition of this state policy due to its dual condition: it ensures access to certain rights, but it is also potentially stigmatising.
